The PIC team members have provided owner representation, design, and construction phase support services throughout the entirety of the City’s multi-phased $72 million, 26-mile, 60-inch Bellvue Pipeline.

To help the City properly manage CIP budgets and permitting efforts, the pipeline was installed in a total of seven segments. These segments were designed, bid and constructed separately in a sequential fashion over a period of 15 years.

The project’s planning phases involved performing route alternative analyses to select pipeline routes through the City of Fort Collins and unincorporated areas of Weld and Larimer Counties. The route alternative analyses involved evaluating costs, public impacts, environmental compliance, project schedule, and constructability. The analysis was the basis for obtaining many project permits including a Larimer County Location and Extent Permit; a City of Fort Collins Character, Location and Extent permit; and several U.S. Army Corps of Engineers Section 404 permits.

From a design standpoint, the project involved hydraulic, soils, and loading evaluations associated with developing technical specifications related to pipe wall thickness, coatings, and manufacturing. The design phases also involved developing technical specifications, drawings, geotechnical design, and baseline reports associated with the project’s numerous 72- to 84-inch tunnels. These tunnels ranged from several hundred feet to several thousand feet; and involved the crossing of state highways, county roads, BNSF and UPRR railroads, the Cache La Poudre River, and the crossing of difficult terrain along Bingham Hill northwest of Fort Collins.
